NYPD Commissioner Raymond Kelly to Deliver Miller Lecture at Law School Nov. 15

Newark, NJ, November 7, 2006 Raymond W. Kelly, Police Commissioner of the City of New York, will deliver the 2006 Paul S. Miller Distinguished Lecture at 6:30 pm on Wednesday, November 15, at Rutgers School of Law-Newark.

In keeping with the Miller Lecture theme since September 11, Commissioner Kelly will focus on the challenge of balancing security and civil liberties. In previous years, such other prominent figures as Secretary of the Department of Homeland Security Michael Chertoff (at the time Judge on the U.S. Court of Appeals for the Third Circuit) and former New Jersey Attorney General John J. Farmer, Jr. have considered this topic in their Miller Lecture.

Commissioner Kelly has had extensive experience in policing and security matters, including as senior managing director, global corporate security, at Bear, Stearns & Co. Inc.; Commissioner of the U.S. Customs Service; under secretary for enforcement at the U.S. Treasury Department; vice president for the Americas of Interpol; and director of the international police monitors in Haiti. He has spent 31 years in the New York City Police Department, including serving as Police Commissioner from 1992-1994. He is the first person to hold the post for a second, separate tenure.
